Pursuant to the Washington Public Records Act (RCW 42.56), I am requesting access to public records concerning the use of the Flock Safety Automated License Plate Reader (ALPR) system by the Lynnwood Police Department.
I request the following records from January 1, 2025 to September 30, 2025:
1. ALPR Search Audit Log: Please provide a copy of the complete search audit log, or equivalent electronic record, for all searches conducted by Lynnwood Police Department personnel in the Flock Safety system.
If possible, please provide this log in a machine-readable format such as a CSV or Excel file. I request that this log include, but not be limited to, the following data fields for each individual search conducted:
- Date and time of the search
- The name, badge number, or unique identifier of the officer who conducted the search
- The justification or reason for the search (e.g., case number, specific crime type, “stolen vehicle,” etc.)
- The search parameters used (e.g., full or partial plate number, vehicle make/model, etc.)
- Whether the search produced any “hits” or results (a simple yes/no or a count of hits is sufficient).
Clarification: To be clear, I am not requesting the photographic or location data returned by these searches. I am only requesting the administrative metadata about each search performed by city personnel.
2. Policies and Procedures: Please provide a copy of all current policies, procedures, training manuals, and inter-agency agreements governing the use of the Flock Safety ALPR system by the Lynnwood Police Department.

This is a request under the Washington Public Records Act, RCW 42.56. I am requesting copies of the following public records:
- A map, or equivalent document, that shows the current, planned, or installed locations of all Flock Safety automated license plate reader (ALPR) cameras within the city limits of Lynnwood. If a single map document does not exist, I request a list of the street addresses, cross-streets, or GPS coordinates for each camera.
- All email communications, including any attachments, sent to or received by any elected official, appointed official, city employee, or Lynnwood Police Department staff member with any email address ending in “@flocksafety.com” or any other known flock email domains. The requested date range for this correspondence is from January 1st 2024 to the date this request is processed. Ideally, this data is presented in a PST or other machine-readable format.

Regarding the dates between June 29th and July 8th where immigration related searches were performed via Flock, I have been unable to find any public statements or comments to council made prior to UW reporting uncovering this.
Please provide links or details of all public statements or information provided to council / the mayor on this matter prior to the UW reporting, particularly focusing on the timeline of these statements.

As of 10/29, the Flock network is asserted to have been paused. Please provide details as to why the transparency portal still shows an active camera and searches in the last 30 days.

Please provide the full findings and details including dates on all historical audits of all ALPR technology used by the city, including but not limited to Flock.
